PAKISTAN SECURITY REPORT 2025
Terrorism in Pakistan rose by 34 percent in 2025, despite record counter-militancy operations that resulted in the killing of 1,313 militants in military actions and armed clashes with security forces. An additional 602 militants were killed in retaliatory fire by law enforcement personnel following attacks, during attempted infiltrations from Afghanistan, and in other failed or foiled terror plots.
In total, 699 terrorist attacks were recorded nationwide during the year, claiming at least 1,034 lives and injuring 1,366 others. The figures underline a continuing upward trajectory of militancy that has persisted since the Taliban’s takeover of Afghanistan in 2021.
These findings are detailed in the Pakistan Security Report 2025, released by the Pak Institute for Peace Studies (PIPS) on January 1, 2026. The report notes that the brunt of terrorist violence fell disproportionately on the state’s defenders, with security and law enforcement personnel accounting for more than 42 percent of all terrorism-related fatalities, or 437 deaths. Civilians were also severely affected, with 354 non-combatants killed during the year.
The PIPS report says that the conflict remained intensely regionalized, with over 95 percent of attacks concentrated in Khyber Pakhtunkhwa (KP) and Balochistan.
